The latest beta of iOS 9 allows AT&T customers to enable Wi-Fi calling. To activate Wi-Fi Calling, just go to Settings > Phone > Wi-Fi Calling and turn on the switch. Wi-Fi calling is currently impossible in the beta, as attempting to do so will cause a message telling the user that the feature is not yet available will popup. This will probably be possible in the final version of iOS 9. Wi-Fi calling is currently only available for Sprint and T-Mobile.
