The beta version of iCloud (available for developers), now allows the ability to upload photos to your iCloud Photo Library. Although the regular site doesn't allow for this at the moment, we can expect it soon. In addition, you can only upload JPG files and no movies. I'll update when this feature is available for all users with polished features.
