Although Apple Pay only has a small number of partners, there are many more locations to pay with NFC terminals. However, these non-optimized NFC terminals don't have the same security features as Apple Pay. You may still have to provide a signature. Other than that, you're only problem is a lack of knowledge from the cashier as they probably didn't have any special training for Apple Pay.
